Home inspection or a specialist survey


Most people call us for a standard house inspection before they buy. We also do specialist work, mostly for owners, owners’ associations and people in a dispute with a builder. The pages below are in Dutch. Your browser can translate them, or just call and ask.

Other work we do: crack and floor surveys, thermal imaging with an infrared camera, chimney inspection with an endoscope camera, noise complaints and damage reports after storms or leaks.

Foundation risk check during the inspection


During the building inspection we can do a foundation risk check, in Dutch a funderingsrisico-onderzoek fase 0, also called a quickscan. We measure the horizontal mortar joints in the brickwork and the floor levels. If a house has sunk or leans, it shows up in those numbers, and you know before you sign rather than after.

Nothing gets dug up or opened for this. It is a measurement, not a full foundation investigation. All our inspections follow NTA 8060, the Dutch standard method for home inspections.

Got a foundation report from the estate agent and something doesn’t add up? We can review it or redo the measurements as a second opinion.

A foundation label is not a guarantee


Amsterdam sellers sometimes hand over a foundation label (funderingslabel) or a foundation code. Read it, but don’t treat it as the final word. These documents are often based on old data or on the street rather than the individual house.

Send the label, the foundation report or the measuring bolt report to premiumkeur@gmail.com. We read it and tell you for free what it does and doesn’t say. We have no ties with estate agents, so we have no reason to make it sound better than it is.

Independent, certified and based in Amsterdam


Premiumkeur is recognised by NHG (the Dutch National Mortgage Guarantee) and certified for NEN 2767, the Dutch standard for rating building condition. Our office is at Heiligeweg 30 in the centre of Amsterdam. Our inspectors work to NTA 8060 and are trained as Integraal Woninginspecteur (IWI) and Integraal Funderingsinspecteur (IFI). They have also completed the KCAF foundation course.

Statement of independence

Premiumkeur has no structural, financial or other business ties with any party that has a direct or indirect interest in the sale of the property we inspect. That includes the selling agent, the buying agent, mortgage advisers, valuers, notaries and other intermediaries.

We don’t accept work that comes from referral deals or partnerships that could affect our objectivity. This statement is part of our contract with you. If we break it, that counts as a breach of contract.

These are the questions we hear most from buyers, especially people buying their first home in the Netherlands. Dutch words you will come across in contracts and reports are explained along the way.

General questions about a building inspection


What is a building inspection in Amsterdam?

A visual check of the whole property by a qualified inspector: foundation, crawl space, facades, floors, roof, windows, installations. You hear the main findings on site and get a written report with photos and estimated repair costs.

Is a home inspection the same as a structural survey?

Mostly, yes. Americans say home inspection, in the UK it is a building survey or structural survey, and in the Netherlands it is a bouwkundige keuring or bouwtechnische keuring. All of them describe the same thing: a check of the technical condition of a property before you buy it.

Why Premiumkeur?

Cost, report and planning


How much does a building inspection cost?

€499 including VAT for a property up to 800 m³. Larger properties and extra surveys are priced separately.

How long does the inspection take?

Usually one to one and a half hours, depending on the size and condition of the property.

When do I get the report?

On average two working days after payment.

Can you come at short notice?

Often the next day, sometimes the same day. Dutch purchase contracts give a buyer a three-day cooling-off period (bedenktijd), and many contracts give only one or two weeks for the inspection condition, so speed matters.

Can the inspector explain things in English?

Yes. Our inspectors explain their findings in English on site, and you are welcome to walk along and ask questions during the inspection.

Clauses in a Dutch purchase contract


What does “subject to a building inspection” mean?

In Dutch: ontbindende voorwaarde bouwkundige keuring. The sale only goes ahead if the repair costs found in the inspection stay below an agreed amount. If they are higher, you can cancel the purchase without paying a penalty.

What is the “eigen risico” in that clause?

The amount of repair costs you accept. Above that amount you can cancel or renegotiate the price.

What is an age clause (ouderdomsclausule)?

A clause saying the property is old and may have defects that come with its age. It limits what you can claim from the seller later.

What does “as is, where is” mean?

You buy the property in its current state without any guarantees from the seller. Hidden defects become your problem, which makes a thorough inspection more important, not less.

Foundation and foundation investigation


What is a foundation risk check (phase 0)?

A first check based on measurements: the horizontal mortar joints in the brickwork (lintvoegmeting) and the floor levels (vloerwaterpassing). It shows quickly whether a house leans or has sunk.

What is a phase 1 foundation investigation?

A more detailed version of phase 0 with extra measurements, archive research and a separate report. The foundation itself is not opened.

What is a phase 2 foundation investigation?

A destructive investigation. A pit is dug next to the house, the foundation is exposed and the wooden piles or masonry are checked physically. This is the only way to be really sure about the state of a pile foundation.

Is a foundation investigation part of the building inspection?

Not as standard. We can do the phase 0 check during the inspection. Phase 1 and 2 are separate assignments.

Crawl space, roof and specialist surveys


Why does the crawl space matter so much?

Damp under the floor attacks the wooden beams, and you can’t see that from the hatch. We go into the crawl space itself when it is safe and deep enough.

Do you go onto the roof?

Yes, if it is safe. High roofs are often skipped in inspections, and roof repairs are one of the most common unexpected costs after a purchase.

Banks, mortgages and owners’ associations


Can a bank ask for a maintenance plan (MJOP)?

Yes. For apartments, Dutch banks often ask for the long-term maintenance plan (MJOP) or the annual accounts of the owners’ association (VvE). If the VvE doesn’t have one, the bank can set extra conditions.

Can you draw up an MJOP quickly?

Yes. We can draw it up during the inspection, and you receive it together with the inspection report within 48 hours.

How to lower the risk of hidden defects


A hidden defect is usually a defect nobody looked for. The biggest one in Amsterdam is the foundation. Replacing a foundation often costs between €150,000 and €250,000, so this is where you want certainty before you buy, not after.

Before you book any inspector, ask three simple questions:

  • Do you measure floor levels and brickwork joints, or only look?
  • Do you go into the crawl space, or only look through the hatch?
  • Do you go onto the roof, or take photos from a window?

If a house clearly leans and the report only says “further investigation advised”, you still don’t know anything when it is time to sign. We measure on the spot so you can decide with real numbers.

Most hidden defects are on the roof and in the crawl space


Foundation, crawl space and roof: that is where we find most of the expensive problems. They are also the places that are hardest to reach, which is why they get skipped. A photo of a roof taken from a window or with a pole tells you very little about the flashing, the gutters or the timber underneath.

The same goes for the crawl space. Looking around from the hatch you see a metre or two. The rot, the wet sand and the sagging beams are usually further in. Our inspectors go in whenever it is safe and the crawl space is deep enough.

Using the report to negotiate the price


Very happy to have taken the technical inspection with Fred when purchasing our new home. A roof leak finally traced

Level measurements when the foundation can’t be reached


As advertised, Premiumkeur performed a thorough inspection and directly fed back all findings to us (buyers). Without access to inspect the foundation, they performed level measurements to assess potential issues. The inspection highlighted possible issues with the foundation, which was thoroughly discussed with us. Why we don’t work with estate agents


Estate agents in Amsterdam often have a fixed network: inspectors, notaries, valuers, mortgage advisers, builders, even damp-proofing companies. That can be convenient, but an agent gets paid when the sale goes through. An inspector who depends on the agent for work has a reason to keep things smooth.

We go all the way into the crawl space


Our inspectors go into the crawl space, onto the roof in most cases, and check the whole house visually for asbestos (without taking samples or breaking anything open).

Some equipment we bring when needed:

  • A 20-metre endoscope camera for chimneys, fireplaces and flues (extra charge)
  • A crawl space robot with a video camera for spaces too low to enter (extra charge)
  • A cherry picker for high roofs

Because we check these parts during the inspection itself, you usually don’t need to book separate follow-up surveys afterwards. That saves money and time in the days you have before signing.

Measuring bolts: installed or re-measured


Measuring bolts (meetbouten) are small markers in the facade that show over the years whether a house is sinking. We install new ones and re-measure existing measuring bolts (in Dutch) that were placed years ago.

You need at least eight bolts on a house to say something sensible. On most houses they are only on the front facade, which isn’t enough. And be careful with old measurement data: a reading from ten years ago says little about today.

A second opinion on a roof and terrace


I consulted them for a roof inspection including a leak investigation. Already the very first contact via phone was friendly, professional and supportive. Fred was available right away and provided an independent second opinion on the state of the roof and terrass. He took a lot of time to explain the source of the leaks and resulting damages to us. He also provided expert advise on who is responsible for the repairs. This was extremely helpful for us in the further process with other parties involved. Nothing hides from Fred. Since I moved to the Netherlands I bought twice, sold once, heavily renovated once. Building disputes and expert reports


A conflict with your neighbours about damage, a builder who didn’t do the job properly, or a house you bought after an inspection that missed serious defects: in all of these cases you need an independent expert report. We write those reports.

We follow the code of conduct of NIVRE, the Dutch register of insurance and damage experts. Amsterdam construction lawyers and legal expenses insurers hire us regularly.

A dispute with your contractor?


If you have a conflict with a builder, roofer, plasterer or painter, we can inspect the work and write a second-opinion report. A lawyer or your legal expenses insurer will almost always ask for an independent report like this.

We also write damage reports for insurers, for example after a roof leak where it isn’t clear who is responsible.

Planning building or foundation work, or are the neighbours about to start? Have a pre-works condition survey (nulmeting) (in Dutch) done first. It records the state of your property before work starts, so you can prove later which cracks are new.

Check the foundation before you buy


If you buy an older house in Amsterdam, have the foundation checked during the inspection. There are more houses with a poor foundation in this city than most buyers expect, and repair can easily cost €150,000 or more.

Ask the agent for recent information about the foundation. A common answer is: “The municipality has nothing on file about the foundation.” In practice that usually means the foundation has never been replaced.

We measure the brickwork joints and the floor levels during the inspection, at an extra charge. If there are measuring bolts on the house we can re-measure them. That way you leave the inspection knowing where you stand.

A full crawl space inspection prevents surprises


Damp is one of the most common problems in Amsterdam houses. Rising damp from the ground gets into the wooden floor beams, and in crawl spaces and basements we regularly find woodworm and dry rot (huiszwam). Judging how serious it is takes experience with local houses.

Going into the crawl space is included in the price of the building inspection. We always go in if it is safe and not too shallow.

Sometimes the answer is: you don’t need an inspection


I contacted Fred to ask if he can make an appointment to do an inspection of a house we’re going to buy. He told us when he can find a time, but also he asked about the house (when it was built and what the roof is made of etc.) and so he said honestly we do not need to spend money on an inspection because in that house it will all be fine. He also mentioned a few areas that we can check ourselves for possible problems and told me about the costs of fixing that.

What is a second-opinion inspection (contra-expertise)?

A second, independent building inspection, for when you doubt a report supplied by the selling agent.

Which certifications do your inspectors have?

How many measuring bolts does a house need?

At least eight. Many houses only have them on the front facade, which doesn’t give a full picture. We install new bolts and re-measure existing ones.

What equipment do you use?

Among other things a 20-metre endoscope camera for chimneys and flues, a crawl space robot with a video camera and a cherry picker for high roofs.

Can you inspect the chimney or flue?

Yes, with the endoscope camera we can inspect the fireplace and the flue over their full length. This costs extra.

What is a nulmeting and when do I need one?

A survey that records the condition of a building before construction or foundation work starts. It lets you show later whether damage was already there or was caused by the work.

Can you help in a dispute with a contractor?

Yes. We write expert reports in disputes with builders, roofers, plasterers and painters, following the NIVRE code of conduct.

Can you write a damage report for my insurer?

Yes. Insurers often ask for a report from an independent expert, for example after a leak where liability is unclear.

Fast, professional, and very thorough – highly recommended!

We asked for a standard architectural inspection and were able to arrange an appointment with Tim from Premium Keur on the same day. Tim was quick to reply, helpful and professional, and he examined the apartment very carefully. He was clear and efficient throughout the process and gave us the report the next day. His support was really helpful!
